Mengurus Penggantian STNK di samsat Makassar

Usually I have someone at the office to do this kind of things. Everybody knows it usually involves long queue, inefficient processes etc. We have to dedicate special time slot in our agenda should we want to handle it ourselves.

But I still on my Leave from the office, and actually have this long curiosity about how our public service measured up with their promise of 'reforms'. Everybody I ask about this suggests that it actually takes not that long. There're some improvements apparently. So I set out this morning hoping that the whole process is not like what it used to.

I entered the Samsat Office parking lot at about 11am. Hardly any space left. Busy indeed. Not knowing where to start, I just parked and straight to the information desk.
Turn out that for my case, which is 'Penggantian STNK' , I should do (or to be exact, the car) physical check first. There's somebody who will take the chassis and machine code number by stroking pencil on a piece of paper. The paper laid on the number pattern embossed on the machune/chassis. That pencil strokes would form similar pattern on the paper, and indicating the authenticity of the car. No formal charge here, but I felt it's impolite not to give some tips.
The next desk is registration for physical check. So it's the other way around, you check first then you register :-).
Then I was told to continue to counter C. I didn't see any C sign, so I had to ask. I should add here that you'd better have copy of your ID card and BPKB (A document to prove your car ownership-you get this from the dealership when buying the vehicle) ready beforehand. Or you would be asked to do so, before continuing to the next counter.
This counter only took about 5 minutes, before I was asked to pay the bill at cashier counter. For my 2007 Xenia, I must pay Rp 1.333.000,-. The bill includes Vehicle Tax (Pajak Kendaraan Bermotor), SWDKLLJ (Sumbangan Wajib Dana Kecelakaan Lalu Lintas Jalan-an accident insurance), and administration charges.
The next counter would be counter 15, 'cetak STNK' for cars. Here I found out that as my current license is still valid till next month (January),, the new one can only be printed next month. No one told me that. So, guess  I should be visiting this office again sometime in January. No biggies...
I should mention that there are some chairs reserved for seniors and disabled persons. It also separates the chairs and counters for women from the ones for men. This is good policy from the office. But I still see some employees smoking in there. I thought it is illegal to smoke on the public places, including for public services like this. 
The whole process took about an hour. Not bad, I actually rather impressed. But I can help thinking that it definitely can be and should be simpler and streamlined further. Too many counters and people involved. More than once I noticed, their specific task is only to write down our paper numbers in some kind of log books. Well, bar codes and its reader would be a lot faster, a lot cheaper, and error free I think.
So? I would suggest that if you have this kind of errand, you experience it yourself. That if you have enough time.
